The increases to various maintenance items under Public Works Recurrent are due to the increase in the number and extent of buildings and works to be maintained and are also intended to obviate the annually recurring necessity for supplementary votes for these items. The attention of the Director of Public Works has been drawn to this matter and no supplementary vote will, unless for some exceptional cause, be allowed next year.

Among the Public Works Extraordinary Votes the only new items are the following:-

Hospital.

No. 4. Extension to the Staff Quarters at the Civil

This work is necessary because there is not room in the existing Quarters for 3 Nurses and 3 Probationers who are accommodated in a neighbouring house rented at considerable and constantly increasing expense. I have been satisfied by the Principal Civil Medical Officer that no diminution of the large Nursing Staff of the Colony (1 Matron, 13 Nursing Sisters and 5 Probationers) to which the necessity for the proposed extension is mainly due, is desirable at the present time.

No. 8, Mongkoktsui Market. This item is sufficiently explained in the Memorandum. The expenditure on it, judging from the returns from other markets, will be remunerative.

No. 11, Post Office at Shanghai. The existing building is very old and is reported to be quite inadequate to meet the wants of the increased Staff and increased business. Plans of the new building are forwarded herewith.

No. 12, Prison. In view of the proposed abandonment
